“Maduro did not measure the impact of the decree drafted by the Ministry of Defence”
Otálvora went on to say, “According to Venezuelan President Nicolas Maduro, the decree that placed the Government of Venezuela in open conflict with Colombia and Guyana was drafted by the Ministry of Defense. The 1787 decree issued on May 26, 2015 by Maduro on areas of defense, would have been drafted by the Strategic Operational Command, an organization led by General Vladimir Padrino López who simultaneously serves as Minister of Defense.”
Otálvora stated further, “Everything indicates that at the time of the signing Maduro had no idea of the international repercussions that entailed the text of the decree, which he described with the curious title interim administrative decree.”
